Funding and Referral Sources

We receive fees for services provided to individuals. Primary funding and referral sources are the NC Division of Vocational Rehabilitation, Medicaid (CAP MR-DD), Wake County LME and Five County Mental Health Authority. We also contract with Wake County Human Services, Division of Services for the Blind, and Wake County Public School System. Other sponsoring entities include private insurance companies, Worker's Compensation insurance, and attorneys. Persons are entitled to direct pay fees to purchase professional services. Other income is generated through subcontract work with local industries. Contributions from civic, charitable, and private sources are welcome.

Governance

Community Workforce Solutions, Inc. is a private, non-profit, organization, formed to support persons with disabilities and other employment barriers in reaching their vocational and community integration goals. Governance is through a 15-member Board of Directors. The President/Executive Director is charged with the management of the agency and its services, organizational structure, and personnel.

The leadership of CWS maintains a clear focus on meeting the needs of the individual with quality program options and well-qualified, well-trained, supportive staff. Input from individuals, families, funding and referral sources, employers and the community at large in each geographic area influences the Strategic Planning process utilized to assure that the direction of the agency remains person centered.

History

Community Workforce Solutions, Inc., formerly Raleigh Vocational Center, Inc. (RVC) opened in December 1964 in the former Coca Cola Bottling plant located on Glenwood Avenue under the name of Wake County Sheltered Workshop. The Agency moved to 117 South West Street in 1965. The Agency began as a Day Activity/Sheltered Work program, soon providing services to over 150 persons daily. In May 1972 the agency moved into the main facility at 3011 Falstaff Road, occupying the adjacent ADVP building in September 1980. In 1982 the name was changed to Raleigh Vocational Center, Inc. to reflect a significant change in the types of services provided. The Agency had begun to focus on Vocational Evaluation and on-site job training, designed to assess the types of jobs and training necessary to support an individual in job success and to provide work behavior/job retention skills training. The 1980's saw a drastic change in the focus of the Agency and in individuals seeking these services. The NC Division of Vocational Rehabilitation and the NC Division of MH/DD/SA Services were significant partners as Raleigh Vocational Center began to focus on Supported Employment and other types of Job Placement and Coaching services. Vocational Evaluation expanded dramatically, serving persons with all types of disabilities. In 1989 the main facility and the ADVP building were joined under one roof. The 1990's offered a time of continual change and focused on community based services, with many more individuals receiving services in the community rather than at the facility. That trend continues to be a focus of the Agency today. In the late 1990's we began providing specific Vocational Evaluation, Placement and Supported Employment in Vance, Granville, Franklin, and Warren Counties. In July 2003 RVC assumed responsibility for INCO in Henderson, NC. INCO had been in operation since 1984, a program of the VGFW Area Authority, providing an array of services including ADVP and Supported Employment. The joining of Raleigh Vocational Center and INCO/RVC, now Community Workforce Solutions, Inc., expanded both community and agency based services to Vance, Granville, Franklin, and Warren Counties. The name was changed to Community Workforce Solutions, Inc. in 2007. Community Workforce Solutions, Inc. now reflects services, supports, and programs at all locations and within the community.
